PROCUREMENT OF 12 UNITS DIESEL-HYDRAULIC DRIVEN DMU TRAIN SET FOR THE GENERAL DIRECTORATE OF TURKISH STATE RAILWAYS

The Republic of Turkey has received a loan from the European Investment Bank (EIB) towards the cost of Turkey Earthquake Rehabilitation and Reconstruction Assistance (TERRA) Project, and it intends to apply part of the proceeds of this loan to payments under the contract for the procurement of 12 Units Diesel-Hydraulic Driven DMU Train Set for the General Directorate of Turkish State Railways.

The General Directorate of Turkish State Railways now invites sealed bids from eligible bidders for the supply of: 12 Units Diesel-Hydraulic Driven DMU Train Set.

Bidding will be conducted through the international competitive bidding (ICB) procedures specified in the Bank's Guidelines: Procurement under EIB Loan is open to all bidders

Interested eligible bidders may obtain further information from the General Directorate of Turkish State Railways and inspect the bidding documents at the address given below between 9.00 - 12.00 and 14.00 - 17.00 hours with local time.

A complete set of bidding documents in English may be purchased by interested bidders at the address below for a nonrefundable fee of 500, -EURO. (Including VAT). The method of payment will be direct deposit to the account number 221 EUR of the Halkbank Kamu Kurumsal Subesi (Ankara - Turkey). If requested by the Bidder, the document will be sent by courier.

CONTRACT BURKAN 9: CONSTRUCTION OF SEWERAGE AND STORM DRAINAGE WORKS

Bursa Water and Sewerage Administration General Directorate (BUSKI) has received a loan from the European Investment Bank (EIB) toward the cost of the Bursa Wastewater Project. BUSKI intends to apply part of the proceeds of this loan to payments under the contract for BURKAN 9 -Construction of Sewerage and Storm Drainage Works.
BUSKI now invites sealed "unit priced" bids from eligible international bidders for the construction and completion of about 34 kms of trunk sewers (300 mm =< ?=< 800 mm), 1,33 kms of collectors (800 mm < ?=< 1 400 mm). The work is expected to require 123 thousand m3 excavation, 102 thousand m3 fill and 770 m3 concreting. The work shall be completed in 24 months.

Interested tenderers are invited to a Site visit at 10.30 on 23.03.2004.
Postqualification will be conducted through the prequalification procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January 1999 edition). The minimum criteria, required for postqualification and detailed in the PQ document to be obtained from BUSKI, are summarized below:

a. Firm(s) must be functional for at least 5 years.
b. An annual turn-over of 1 500 000 USD for construction works within any of the last 5 years with the Turkish Central Bank exchange rate of 30th June of the relevant year.
c. Documentation for construction experience for at least 24 kms of sewers (?=< 800 mm) in two contract and 1 kms for collectors (?> 800 mm) as reinforced concrete pipes in the same or another contract, and shoring experience, all executed during the last 10 years.
d. Financial capacity for a minimum of 400 000 USD or TL equivalent cash and credit.
e. Construction equipment adequate to complete the Works satisfactorily.
f. Key personnel experienced in similar construction works.
h. For a joint venture, the minimum shares for the lead and the other partner shall be 55 % and 30 %, respectively. The financial capacity and the experience of the partners must be proportional to their shares, as detailed in the PQ document.
i. All Bidders shall submit a bid security for 120 billion TL or equivalent amount in a freely convertible currency.
j. All bidders shall nominate a design subcontractor to perform the engineering and design works in accordance with the requirements in the PQ Document.

Bidders may obtain further information from and inspect the bidding documents at BUSKI (address below) daily from 8:00-17:00. Until March 19, 2004, a complete set of documents may be purchased by interested bidders for a nonrefundable fee of 600 000 000 TL_ or USD equivalent. Bidders, unable to purchase the documents in person and wishing the documents to be mailed, must add the courier cost to the purchase price. Applications for qualification and bidding may be made in either English or Turkish (only for the domestic bidders). The qualification and bid documents should be submitted in two separate sealed envelopes, delivered to the address below by 14:00 hours on March 25, 2004, and be clearly marked "Application for BURKAN 9- Construction of Sewerage and Storm Drainage Works". The qualification package shall be opened at 14:00 on the same day in the presence of bidders representatives who choose to attend.
The qualification documents shall be evaluated and the applicants notified of the results with an invitation to the qualified applicants to the opening of the financial envelopes. The financial envelopes shall be opened in the presence of the bidders who attend the opening. The financial offer envelopes of the unqualified applicants shall be returned unopened. From the qualified bidders, the lowest evaluated bid shall be awarded the contract.
