Description: FROM BURSA METROPOLITAN MUNICIPALITY INVITATION FOR BINDS

1. It is planned to design, install, and commission the Electrical Equipment Required for the Tunnel Ventilation System, to feed the already installed fans and fan control units of the Bursa Metropolitan Municipality (BMM) Bursa Light Rail System Stage 1, which will be financed from a part of the KfW loan already provided for in the Stage 1 Project.

The tender is open to all bidder from the countries qualifying to bid as described in the Tender Guidelines for KfW Loans. This invitation tender will be advertised in the national daily newspapers and Public Tender Agency Bulletin in Turkey and in Nachrichten f? Aussenhendel in Germany.

2. The BMM now invites contractors experienced in the above-mentioned works to bid for this work. The tender will be held according to the qualification criteria and sealed bidding conditions as specified in the KfW standard tender documents.

3. Interested eligible bidders may obtain further information from, inspect the bidding documents and purchase at the office of Bursa B??sehir Belediyesi Makina Ikmal Bakim ve Onarim Daire Baskanligi Ihale Sartname Hazirlik Sube M??l??(Bursa Metropolitan Municipality, Authority of the Machinery Supply, Maintenance and Repair, Branch Directorate for Preparation of Tender Specifications)

The documents may be purchased from the same office upon payment of 1000 EURO or Turkish Liras of equivalent value. Interested bidders who request the documents to be sent by Bursa Metropolitan Municipality to their address shall make the payment in Euros to the Halk Bankasi Heykel Branch account no 50073 of Bursa Metropolitan Municipality or in Turkish Liras to the Halk Bankasi Heykel Branch account no 23122 of Bursa Metropolitan Municipality and fax the payment transcripts to the below fax number. Then the related tender documents will be mailed to the address with payment at delivery address.

4. The provisions in the Instructions to Bidders and in the General Conditions of Contract reflect the KfW Guidelines for Procurement. These may be viewed at www.kfw.de or from the Secretariat of International Credit Affairs - a(AS a), Fax (+49-69) 7431-3363

5. The Bidder must provide a bid security of 3% of the Bid Price.

6. Qualification criteria include:-
6.1 Proof that the company has no tax debt for the last five year (1997-2002) or all its taxes are put on regular payment schedule, which should be taken from the Tax Department.
6.2 The bidder should document that it is under no condition that prohibits the bidder from entering a tender, in the last five year.
6.3 The bidder shall submit the document stating that the company has no overdue premium debt or any debt to SSK.
6.4 The proposer should document through banks or private finance agencies, that it has a financial support of at least 100,000 Euro in cash or credit.
6.5 The Proposer should prove that the contractor has installed and commissioned at least one system similar to the system tendered (design, provision, installation, design and commissioning of electrical equipment) within the last five years.
6.6 The bidder should document that the average annual income for the last five years, on the bases of design, provision, installation and commissioning of electrical equipment is equivalent to 100,000 EUROS.

7. Bids must be delivered to the Bursa Metropolitan Municipality Machinery and Supplies Maintenance and Repair Authority, of which the address is given below, until 13.30 hrs on tender date and return of a receipt of submittal. Bursa Metropolitan Municipality will not be responsible for any delays on delivery of mail.

Bids will be opened in the presence of bidders' representatives who choose to attend at 14.00 hrs on 09/03/2004 at the offices of Bursa Metropolitan Municipality at the address given below.
